Employee Benefits

Here in Washington, there are eight state-administered public retirement systems for state and local government employees, with 15 different plans within those systems. These systems serve nearly 784,000 current and former public employees. The retirement benefits they earn result in more than $4.3 billion in payments each year, most of which is distributed within the state.

Washington has been a national leader in designing and maintaining sustainable public pension plans. More than 30 years ago, the state undertook a comprehensive reform of its pension plans to provide reasonable benefits while maintaining healthy funding status for the plans. More recently, the state was the first to use hybrid defined contribution/defined benefit plans.

These reforms and innovations, combined with progressive investment policies, have resulted in Washington's system of public pensions being consistently ranked among the best-funded of any state in the country.

During 2017, the Washington State Legislature passed a law requiring all school districts within the State to purchase their basic employee benefits from the Washington Health Care Authority (HCA).  The employee benefits offered by the HCA were negotiated and selected by the Schools Employees Benefits Board (SEBB).  

The SEBB Program offers a variety of fully insured medical insurance plans. Service agreements were completed with Kaiser Foundation Health Plan of the Northwest, Kaiser Foundation Health Plan of Washington, Kaiser Foundation Health Plan of Washington Options, Inc., Premera Blue Cross, and Providence Health Plan.

The SEBB Program offers fully insured dental plans through Delta Dental (DeltaCare) and Willamette Dental, with the same covered services and exclusions, provider networks, clinical policies and copays as the DeltaCare and Willamette Dental plans, respectively, under the PEBB Program.

The SEBB Program offers fully insured vision plans.

If you are eligible for SEBB Program benefits, vision coverage is included for you and your eligible dependents; your employer pays the premium. You and any enrolled dependents must enroll in the same SEBB vision plan.

There are three SEBB Program vision plans to choose from.

• Davis Vision, underwritten by HM Life Insurance Company

• EyeMed Vision Care, underwritten by Fidelity Security Life Insurance Company (FSL)
• MetLife Vision

The SEBB Program offers employer-paid basic life insurance with a $35,000 death by any cause benefit to eligible employees.  Supplemental plans are available at the employee's expense.

The SEBB Program offers an employer-paid plan with a maximum monthly benefit of $400.  A supplemental employee-paid plan with a maximum monthly benefit of $10,000 will be available.
